Dorothy Chou appointed as new UCLPartners Chair

11 February 2026
We are delighted that Dorothy Chou has been appointed as the new Chair of UCLPartners.

Dorothy is currently Director of Public Engagement at Google DeepMind, where she leads strategy and partnerships across health, science, and public institutions. She has played a key role in major initiatives such as the AI for Science Fund and advises senior leaders on research ethics and responsible innovation.

Dorothy brings a rare combination of experience in technology, ethics, governance, and public engagement. Alongside her work at Google DeepMind, she has held senior roles at Google, Uber and Dropbox, and has worked with partners across the public, private, and research sectors. Whilst at Google, she created the industry’s first Transparency Report – now a standard used by nearly 90 companies to show how laws and company policies affect free expression and privacy online.

Her focus on ensuring technology delivers real public value aligns closely with UCLPartners’ mission and values.

As Chair, Dorothy will drive UCLPartners’ strategy, strengthening our partnerships, networks and influence across healthcare, life sciences and health technology sectors.  She joins us as we enter an ambitious phase in our mission to transform healthcare through innovation.

Dorothy Chou said: “I’m honoured to join UCLPartners at such an important moment. There’s both an opportunity and a need to rethink how innovation reaches the frontline — building systems that work in practice, stand the test of time, and deliver lasting improvements for patients and communities.”

Shane DeGaris, Group CEO Barts Heath NHS Trust and Interim Chair UCLPartners said: “Dorothy brings a powerful combination of strategic vision, technical expertise, and a deep commitment to public good. I’m confident her insight and leadership will accelerate our collective impact across health and care.”

Dr Chris Laing, CEO of UCLPartners, said: “Dorothy’s appointment marks a really exciting new chapter for UCLPartners. Her experience at the forefront of technology and public engagement, combined with a deep understanding of responsible innovation, will be instrumental in driving us forward. We are thrilled to welcome her as Chair.”

Dorothy will begin her appointment at the end of February.
