Programme Manager, North Thames Genomic Medicine Service Alliance

Full-time 3 year fixed-term post at grade 8b
We are looking for a Programme Manager to lead and co-ordinate operational delivery of the North Thames GMSA. This includes bringing together workstreams aimed at mainstreaming genomics through transformation projects around nursing, pharmacy, midwifery, clinical medicine, and informatics together with a strong workforce development working group to scope need for training support and infrastructure development.

As part of NHS England’s strategy to establish a national genomics medicine service, building on the 100,000 Genomes Project, which will ensure the NHS fully benefits from advances in genomics, NHSE has commissioned seven genomic laboratory hubs (GLHs) who will work as a national network. Genomic Medicine Service Alliances (GMSA) (covering the same geography as the GLHs) will shortly be appointed to mainstream genomics.

Together GLHs and GMSAs comprise the new Genomic Medicine Service which will have a critical role in facilitating strong collaborations across large geographies, working with all healthcare providers, patients and the public to build trust in genomics, and providing clinical leadership to enable the multi-professional workforce to use genomics safely, effectively and efficiently.

This is a full-time 3 year fixed-term post at grade 8b reporting into the Clinical Director of the GMSA

Role & Responsibilities

  • To lead day-to-day operational and organisational delivery across our GMSA of the designated Service Specifications as set out in the Contract between GOSH and NHS England
  • To lead operational delivery of the Services agreed under the Contract
  • To collate, review and report / track progress against KPIs – including finance, contract compliance and operational effectiveness
  • To oversee operational / administrative delivery of the Contract (and ancillary agreements across partners)
  • To develop an integrated approach across the NT GMSA and its partners to promote transformation and efficiency
  • To oversee financial performance by our GMSA and its partners
  • To collate, prepare and submit periodic reports to NHSEngland and NHSI on behalf of our GMSA
  • To assess progress in the implementation (and evolution) of the agreed transformation projects
  • To ensure operational effectiveness of informatics and also the operation and implementation of information governance arrangements
  • To investigate and secure education and training opportunities
  • To co-ordinate, measure and assess quality, impact and transformational activities and outcomes
  • To report progress, risks and recommendations for any changes to our GMSA Operations Group and Oversight Board
  • To review periodically the effectiveness / practical operational workings of the Partnership Agreement
  • To support resolution of any disputes amongst partners and, if not resolved, to then escalate them to the GMSA Operations Group and thereafter, as necessary, to the GMSA Oversight Board
  • To ensure interdependencies/ pathways between partners are operating in an effective manner
  • To lead Annual Quality, Financial and other reviews required by NHS England
  • To maintain ongoing communication with NHS England and Genomics England
  • To engage with operational leadership within other GMSAs

The job description is not intended to be exhaustive and it is likely that duties may alter from time to time in the light of changing circumstances and after consultation with the postholder.

The postholder will be required to work across partners of our GMSA at any time and throughout the duration of his/her contract, which may entail travel and working at different sites.

Person Specification

Knowledge and experience

  • Professional leadership, both strategic and operational, including experience of leadership in organisational / transformational change
  • Management experience ideally with understanding of NHS operations across organisations (primary, secondary, tertiary) and NHS performance standards
  • Experience of working across organisations

Skills & Abilities

  • Proven leadership skills, including leadership in the management of change and continuous improvement with an ability to challenge and promote new ways of working to improve service delivery
  • Proven interpersonal skills to work with senior clinical and management colleagues at all levels across a range of organisations and the ability to develop strong working relationships with senior stakeholders
  • Able to use influencing skills to bring about change and develop common services and standards across partners
  • Ability to communicate highly complex, sensitive or contentious information orally and in writing, both internally and externally, to a range of audiences
